This tutorial is my own creation, any resemblance to another tutorial is purely coincidental

Program shortcuts will be given in parentheses

Needed

Paint Shop Pro - I used 9
(Tutorial will work with other PSP versions, some adjustments might be necessary)
Free 30 day PSP trial from Corel, available here
Letter Creator from Incredimail (optional), available here

Graphic
Graphic of choice, width greater than height

Pattern
Gold Pattern Arguld10, available here
(or a Pattern of your choice)
This will be known as "Gold Pattern" for the rest of the tutorial

Performance Notes
This tutorial is in 3 parts:
- Preparation
- Frame
- Background

The settings for different Tools and Effects will stay the same throughout the tutorial, unless new setting instructions are given

Don't forget to save your work often

Preparation

1) Download the Gold Pattern and place into your Pattern Folder
(I keep all "extras" in a folder in "My Documents".
You can see here how I do it)

2) File > Open
Open Graphic of choice

3) Window > Duplicate (Shift + D)
Close original

4) Image > Resize
Settings:
Resample using = Bicubic
Lock aspect ratio = Checked
Resize all layers = Checked
Resolution = 72.000
Width = No greater than 420 pixels
Height = No greater than 360 pixels

5) Adjust > Sharpness > Unsharp Mask
Settings:
Radius = 2.00, Strength = 10
Clipping = 5, Luminance only = Not checked

6) Dropper Tool (E)
Left click in graphic to choose a light color as Foreground Color
(I chose #dfe3e6)

7) Materials Palette
Change Background to Pattern
Settings:
Pattern = Gold Pattern
Angle = 0, Scale = 100
Texture = Not checked

8) Window > Duplicate
Minimize one image

Frame

9) Edit > Copy

10) Layers > Merge > Merge All (Flatten)
(If necessary)

11) Selections > Select All

12) Effects > 3D Effects > Cutout
Settings:
Vertical & Horizontal = 1
Opacity = 50, Blur = 12.00
Color = Black
Fill interior with color = Not checked

13) Effects > 3D Effects > Cutout
Settings:
Vertical & Horizontal = -1 (Minus)

14) Image > Add Borders
Settings:
Symmetric = Checked
Size in pixels = 1
Color = Black

15) Image > Add Borders
Settings:
Size in pixels = 2
Color = Any Color not in image

16) Magic Wand Tool
Settings:
Mode = Replace
Match mode = RGB Value
Tolerance = 0
Sample merged = Checked
Contiguous = Checked
Feather = 0
Anti-alias = Checked
Outside

17) Select new border

18) Flood Fill Tool (F)
Settings:
Match mode = None
Sample merged = Not checked
Blend mode = Normal
Opacity = 100

19) Flood Fill Tool
Right click to flood fill selected border with Gold Pattern

20) Effects > 3D Effects > Inner Bevel
Settings:
Bevel = #1, Width = 2
Smoothness = 0, Depth = 2
Ambience = 0, Shininess = 0
Color = White, Angle = 315
Intensity = 50, Elevation = 30

21) Image > Add Borders
Settings:
Size in pixels = 1
Color = Black

22) Image > Add Borders
Settings:
Size in pixels = 13
Color = Any Color not in image

23) Magic Wand Tool
Select new border

24) Edit > Paste > Paste Into Selection

25) Effects > Texture Effects > Fur
Settings:
Blur = 20, Density = 70
Length = 70, Transparency = 20

26) Effects > Art Media Effects > Charcoal
Settings:
Detail = 19, Opacity = 19

27) Image > Add Borders
Settings:
Size in pixels = 1
Color = Black

28) Image > Add Borders
Settings:
Size in pixels = 2
Color = Any Color not in image

29) Magic Wand
Select new border

30) Flood Fill Tool (F)
Right click to flood fill selected border with Gold Pattern

31) Effects > 3D Effects > Inner Bevel

32) Image > Add Borders
Settings:
Size in pixels = 1
Color = Black

33) Image > Add Borders
Settings:
Size in pixels = 43
Color = Any Color not in image

34) Magic Wand Tool
Select new border

35) Edit > Paste > Paste Into Selection

36) Effects > Reflection Effects > Pattern
Settings:
Horizontal offset (%) = -78 (Minus)
Vertical offset (%) = -58 (Minus)
Rotation angle = 317
Scale factor = -75 (Minus
) Number of columns = 15
Number of rows = 11
Horizontal shift = 72
Vertical shift = 76

37) Effects > 3D Effects > Inner Bevel
Settings:
Bevel = #3, Width = 15
Smoothness = 60, Depth = 16
Ambience = -50 (Minus)
Shininess = 15
Color = White, Angle = 315
Intensity = 67, Elevation = 40

38) Effects > Art Media Effects > Charcoal

39) Optional:
Should the border color not look right with your graphic:
Adjust > Hue and Saturation > Colorize
Settings:
Your choice

If the eye (Proof) to the left of the dice is clicked, you will see the changes on the image itself

40) Image > Add Borders
Settings:
Size in pixels = 1
Color = Black

41) Selections > Select None

42) Raster > New Raster Layer

43) Add Watermark(s)

44) File > Export > JPEG Optimizer
Settings:
Set compression value to = 25
Chroma subsampling = YCbCr 1x1 1x1 1x1 (None)
Save Exif data = Not checked

Do NOT close Frame

Background

45) Selection Tool (S) > Custom Selection

Settings:
Top = 1
Left = 100, Right = 400
Bottom = 44

46) Edit > Copy Merged

47) Edit > Paste > Paste As New Image

48) Image > Rotate > Rotate Counterclockwise 90

49) Effects > Image Effects > Seamless Tiling
Settings:
Edge = Checked
Vertical = Checked
Width = 50
Transition = 50

50) Image > Add Borders
Settings:
Symmetric = NOT Checked
Top = 0
Left = 1, Right = 1
Bottom = 0
Color = Black

51) Layers > Promote Background Layer

52) Image > Canvas Size
Settings:
Lock aspect ratio = Not Checked
Width = 1280 pixels*****
Height = 300
Placement = Left Middle Arrow

*****or width of your computer resolution, e.g. 1024 or 1600

53) Layers > New Raster Layer

54) Layers > Arrange > Move Down

55) Selections > Select All

56) Restore Up your minimized graphic

57) Edit > Copy

58) Activate Background Canvas by clicking on its Title Bar

59) Edit > Paste > Paste Into Selection

60) Selections > Select None

61) Effects > Image Effects > Seamless Tiling
Settings:
Default Setting

If you click on the icon indicated by the hand, PSP will set it to default

62) Effects > Texture Effects > Fur

63) Effects > Art Media Effects > Charcoal

64) Effects > Image Effects > Seamless Tiling

65) Layers > New Raster Layer

66) Flood Fill Tool
Left click to flood fill new layer with Foreground Color

67) Layers Palette
Reduce Opacity of flood filled layer to 62
(Or a setting of your choice to make your background text friendly)

68) Layers > Merge > Merge Down

69) Effects > Art Media Effects > Charcoal

70) Effects > Image Effects > Seamless Tiling

71) File > Export > JPEG Optimizer

You are done!
Now you can assemble the stationery in LC or OE
