Paint Shop Pro - I used X2
(Tutorial will work with other PSP versions, some adjustments might be necessary)
Free 30 day PSP trial from Corel, available here

Performance Notes
This tutorial is in 3 parts:
- Preparation
- Pattern
- Background

The settings for different Tools and Effects will stay the same throughout the tutorial, unless new setting instructions are given

Preparation

1) Download and install filters if necessary
(If you install filters you need to restart PSP afterwards)

2) File > Open
Open tube of choice

3) Window > Duplicate (Shift + D)
Close original

4) Image > Resize
Settings:
Resample using = Bicubic
Lock aspect ratio = Checked
Resize all layers = Checked
Resolution = 72.000 Pixels / Inch
Width = No greater than 350 Pixels
Height = No greater than 390
Write down new height

5) Adjust > Sharpness > Unsharp Mask
Settings:
Radius = 10.00, Strength = 20
Clipping = 7
Luminance only = Not checked
(Or a setting of your liking)

6) Dropper Tool (E)
Left click to choose a very light Foreground color
(I chose #fdfbfd)
Right click to choose a very dark Background color
(I chose #451943)

7) Edit > Copy
Minimize tube



Pattern

8) File > New
Settings:
Width = 250 Pixels, Height = 250
Resolution = 72.000 Pixels / Inch
Raster Background = Checked
Transparent = Checked

9) Flood Fill Tool (F)
Settings:
Match mode = None
Use all layers = Not checked
Blend mode = Normal
Opacity = 100

10) Left click to flood fill new layer with Foreground Color

11) Selections > Select All

12) Edit > Paste Into Selection

13) Selections > Select None

14) Effects > Image Effects > Seamless Tiling
Settings:
Default

15) Effects > Plugins > Backgroundmaniac > Native Illusions
Settings:
Regler 1 - Control 1 = 108
Regler 2 - Control 2 = 60
Regler 3 - Control 3 = 180
Regler 4 - Control 4 = 228

16) Effects > Edge Effects > Enhance

17) Minimize Pattern
Do NOT close

This will be known as "Pattern" for the rest of the tutorial



Background

18) Materials Palette
Change Background to Pattern
Settings:
Pattern = Pattern you just made
Angle = 0, Scale = 100
Texture = Not checked

19) Maximize tube

20) Image > Canvas Size
Settings:
Lock aspect ratio = Not Checked
Width = 1700 Pixels
Height = Height of your tube and 50
Placement = Left Middle Arrow
Left = 50

22) Layers > Arrange > Send to Bottom

23) Flood Fill Tool
Right click to flood fill with Pattern

24) Effects > Plugins > xero > Porcelain
Settings:
Porcelain effect:
Softness = 74, Strength = 69
Channel tuning:
Red = 0, Green = 0
Blue 100
Compensation:
Exposure = 4, Contrast = 39
Saturation = 0

25) Materials Palette
Change Background back to Color

26) Selection Tool (S) > Custom Selection

Bottom = Total height

27) Selections > Promote Selection to Layer

28) Layers > New Raster Layer

29) Flood Fill Tool
Left click to flood fill with Foreground color

30) Layers Palette
Reduce opacity to 91

31) Selections > Select None

32) Layers > Merge > Merge Down

33) Effects > 3D Effects > Inner Bevel
Settings:
Bevel = #2, Width = 5
Smoothness = 83, Depth = 5
Ambience = 10, Shininess = 12
Color = White, Angle = 315
Intensity = 30, Elevation = 50

34) Effects > 3D Effects > Drop Shadow
Settings:
Vertical = 0, Horizontal = 3
Opacity = 30, Blur = 7.00
Color = Background color
Shadow on new layer = Not checked

35) Effects > Image Effects > Seamless Tiling
Settings:
Corner = Checked
Vertical = Checked
Vertical offset (%) = 50
Transition (%) = 50

36) Text Tool (T)
Settings:
Font = Your choice
(I used 2Peas Blueberry Pie)
Size = 36, Units = Pixels
Font style = Bold
Alignment = Left align
Direction = Vertical and Left
Anti-alias = Sharp
Stroke width = 0
Create as = Vector
Leading = 0.000
Kerning = -500 (Minus)

If you use an earlier PSP version and/or a different font, you might have to adjust those settings

37) Type text of choice

38) Using the Vector Tools adjust and position text in the small border

39) Layers > Convert to Raster Layer

40) Move Tool (M)
If required, make any adjustments to the position of the text

41) Effects > 3D Effects > Inner Bevel
Settings:
Bevel = #2, Width = 2
Smoothness = 5, Depth = 4
Ambience = 5, Shininess = 20
Color = White, Angle = 315
Intensity = 30, Elevation = 50

42) Effects > 3D Effects > Drop Shadow
Settings:
Vertical = 0, Horizontal = 0
Opacity = 50, Blur = 3.00
Color = Background color
Shadow on new layer = Not checked

43) Layers Palette
Activate the top layer (Tube)

44) Move Tool
If required, make any adjustments to the position of the tube

45) Layers > Arrange > Send to Bottom

46) Layers > Arrange > Move Up
(The tube should be just above the pattern layer)

47) Layers > Duplicate

48) Effects > Texture Effects > Mosaic - Antique
Settings:
Symmetric = Checked
Number of columns = 44
Number of rows = 44
Tile diffusion (%) = 72
Grout width = 9
Grout diffusion (%) = 35

49) Adjust > Blur > Motion Blur
Settings:
Angle = 142
Strength (%) = 5

50) Layers Palette
Reduce opacity to 28
(Or a setting of your liking)

51) Effects > Image Effects > Seamless Tiling
Settings:
Edge = Checked
Vertical = Checked
Width (%) = 30
Transition (%) = 50

52) Layers > Arrange > Move Down

53) Layers Palette
Activate the top Tube layer

54) Layers > Duplicate

55) Effects > 3D Effects > Inner Bevel
Settings:
Bevel = #2, Width = 15
Smoothness = 7, Depth = 5
Ambience = 7, Shininess = 12
Color = White, Angle = 315
Intensity = 32, Elevation = 50

56) Layers Palette
Reduce Opacity to 65
(Or a setting of your choice)

57) Layers > Merge > Merge Down

58) Effects > 3D Effects > Drop Shadow
Settings:
Vertical & Horizontal = 3
Opacity = 50, Blur = 3.00
Color = Background color or Black

59) Effects > 3D Effects > Drop Shadow
Settings:
Vertical & Horizontal = -1 (Minus)
Opacity = 10

60) Layers Palette
Activate bottom layer (Pattern)

61) Effects > Image Effects > Seamless Tiling
Settings:
Edge = Checked
Vertical = Checked
Width (%) = 30
Transition (%) = 50

62) Layers > New Raster Layer

63) Flood Fill Tool
Left click to flood fill with Foreground color

64) Layers Palette
Reduce opacity to 91
(Or a setting of your liking)

65) Layers Palette
Activate the tube layer

66) Layers > New Raster Layer

67) Add Watermark(s)

68) File > Export > JPEG Optimizer
Settings:
Set Compression value to = 20
Chroma subsampling = YCbCr 1x1 1x1 1x1 (None)
Save Exif data = Not checked


You are done!
Now you can assemble the stationery in LC or OE.
