Needed

Paint Shop Pro - I used X2
(Tutorial will work with other PSP versions, some adjustments might be necessary)
Free 30 day PSP trial from Corel, available here
Letter Creator from Incredimail (optional), available here

Filters
Fantastic Machines > Paint Engine
(I have used the old free version, available here)
AAA Options, available here

Pattern
Gold Pattern jb-s063_gold, available here
(or a Pattern of your choice)
This will be known as "Gold Pattern" for the rest of the tutorial

Performance Notes
This tutorial is in 3 parts:
- Preparation
- Frame
- Background

The settings for different Tools and Effects will stay the same throughout the tutorial, unless new setting instructions are given

Don't forget to save your work often

Interactive arrow-bookmark.
Click on the arrow and move it anywhere on this page to create a virtual bookmark. It will stay wherever you might put it until you close the browser(tab). Needs IE to work.

Preparation

1) Download and install filters if necessary
(If you install filters you need to restart PSP afterwards)

2) Download the Gold Pattern and open in PSP

3) File > Open
Open image of choice

4) Window > Duplicate (Shift + D)
Close original

5) Image > Resize
Settings:
Resample using = Bicubic
Lock aspect ratio = Checked
Resize all layers = Checked
Resolution = 72.000 Pixels / Inch
Width = No greater than 450 Pixels
Height = No greater than 370

6) Adjust > Sharpness > Unsharp Mask
Settings:
Radius = 1.00, Strength = 47
Clipping = 5
Luminance only = Checked
(Or a setting of your liking)

7) Dropper Tool (E)
Right click to choose a very dark Background color
(I chose #1f2e1b)

8) Materials Palette
Change Background to Pattern
Settings:
Pattern = Gold Pattern
Angle = 0, Scale = 100
Texture = Not checked

9) Window > Duplicate
Minimize copy

10) Edit > Copy

Frame

11) Layers > New Raster Layer

12) Selections > Select All

13) Effects > 3D Effects > Cutout
Settings:
Vertical & Horizontal = 0
Opacity = 75, Blur = 26.00
Color = Black
Fill interior with color = Not checked

14) Image > Add Borders
Settings:
Symmetric = Checked
Size in pixels = 1
Color = Your Background color or black

15) Image > Add Borders
Settings:
Size in pixels = 4
Color = Any color not in image

16) Magic Wand Tool
Settings:
Mode = Replace
Match mode = RGB Value
Tolerance = 0
Use all layers = Not checked
Contiguous = Checked
Feather = 0
Anti-alias = Checked
Outside

17) Select new border

18) Flood Fill Tool (F)
Settings:
Match mode = None
Use all layers = Not checked
Blend mode = Normal
Opacity = 100

19) Right click to Flood fill selected border with Gold Pattern

20) Effects > 3D Effects > Inner Bevel
Settings:
Bevel = #1, Width = 3
Smoothness = 0, Depth = 4
Ambience = -37 (Minus)
Shininess = 52
Color = White, Angle = 315
Intensity = 50, Elevation = 30

21) Image > Add Borders
Settings:
Size in pixels = 1
Color = Background color

22) Image > Add Borders
Settings:
Size in pixels = 15
Color = Any Color not in image

23) Magic Wand Tool
Select new Border

24) Edit > Paste Into Selection

25) Adjust > Blur > Gaussian Blur

Bottom = Total height minus 50

68) Edit > Copy Merged

69) Edit > Paste > Paste As New Image

Settings:
Mirror = Checked, Vertical = Checked
Vertical offset (%) = 0
Width (%) = 50
Transition (%) = 50

71) Image > Canvas Size
Settings:
Lock aspect ratio = Not Checked
Width = 1280 pixels*****
Height = Your image height
Placement = Left Middle Arrow

*****or width of your computer resolution, e.g. 1024 or 1600

72) Effects > 3D Effects > Drop Shadow
Settings:
Vertical = 0, Horizontal = 5
Opacity = 50, Blur = 25.00
Color = Black
Shadow on new layer = Checked

73) Effects > Image Effects > Seamless Tiling
Settings:
Corner = Checked, Vertical = Checked
Vertical offset (%) = 0, Transition (%) = 50

74) Layers > New Raster Layer

75) Layers > Arrange > Send to Bottom

76) Selections > Select All

77) Maximize the layer you copied and pasted earlier

78) Edit > Copy

79) Minimize image

80) Activate Background Canvas by clicking on its Title Bar

81) Edit > Paste Into Selection

82) Selections > Select None

83) Adjust > Add/Remove Noise > Add Noise
Settings:
Gaussian = Selected
Noise = 11%
Monochrome = Checked

84) Effects > Image Effects > Seamless Tiling

If you click on the icon indicated by the hand, PSP will set it to default

85) Dropper Tool
Left click into background or frame section to choose a Foreground color
(I chose #e1ebdd)

86) Layers > New Raster Layer

87) Flood Fill Tool
Left click to Flood fill with Foreground color

88) Layers Palette
Reduce opacity to let image be slightly visible and background text friendly
(I reduced to 71)

89) File > Export > JPEG Optimizer

You are done!
Now you can assemble the stationery in LC or OE
