I bought it from Creative Fabrica.
The image is from the album "Sunflower Bouquets".

This tutorial is my own creation; any resemblance to another tutorial is purely coincidental

Paint Shop Pro - I used X2
(Tutorial will work with other versions)

If using a misted Tube do not add Drop Shadow later

Performance Notes
This tutorial is in 2 parts:
- Preparation
- Tag
The settings for different Tools and Effects will stay the same throughout the tutorial, unless new setting instructions are given

Preparation
1) File > Open
Open image of choice
2) Window > Duplicate
Close original
3) Dropper Tool (E)
Left click to choose a dark Foreground color
(I chose #3c6513)
4) Edit > Copy
Minimize
Tag
5) File > New
Settings:
Width = 600 Pixels
Height = 250 Pixels
Resolution = 72.000 Pixels/inch
Raster Background = Checked
Color depth = RGB / 8 bits channel
Transparent = Checked
6) Flood Fill Tool (F)
Settings:
Match mode = None
Use all layers = Not checked
Blend mode = Normal
Opacity = 100
7) Left click to flood fill with Foreground Color
8) Selections > Select All
9) Edit > Paste Into Selection
10) Selections > Select None
11) Effects > Distortion Effects > Twirl
Settings:
Degrees = 533
12) Effects > Plugins > Simple > 4 Way Average
13) Effects > Plugins > Toadies > Weaver
Settings: Default
Cell Width = 59
Cell Height = 48
Cell Edges On/Off = 222
14) Effects > Texture Effects > Texture
Settings:
Texture = Linen
Size = 50%, Smoothness = 0
Depth = 5, Ambience = 0
Shininess = 0
Color = White
Angle = 315, Intensity = 50
Elevation = 30
15) Layers > New Raster Layer
16) Flood Fill Tool
Left click to flood fill new layer with Foreground Color
17) Layers Palette
Change Blend Mode to Overlay
And:
Reduce opacity to 72
(Or a setting of your liking)
18) Edit > Paste As New Layer (your Tube)
19) Image > Resize (Shift + S)
Settings:
Width = 80 %
Height = 80
Lock aspect ratio = Checked
Resize all layers = Not checked
OK
20) Edit > Repeat Resize
Repeat until you have the tube showing to your liking.
Depending on the tube you work with, you might choose to resize in 50% steps to start with
21) Move Tool (M)
Move tube into position of choice
22) Adjust > Sharpness > Unsharp Mask
Settings:
Radius = 1.00, Strength = 47
Clipping = 5
Luminance only = Checked
(Or a setting of your liking)
23) Effects > 3D Effects > Drop Shadow
Settings:
Vertical & Horizontal = 2
Opacity = 70
Blur = 12.00
Color = Black
Shadow on new layer = Not checked
(Or a setting of your liking)
24) Dropper Tool (E)
Right click to choose a very dark Background color
(I chose #1f4306)
25) Layers > New Raster Layer
26) Selections > Select All
27) Flood Fill Tool
Right click to flood fill new layer with Background color
28) Selections > Modify > Contract
Settings:
Number of Pixels = 2
29) Edit > Clear
30) Selections > Select None
31) Effects > 3D Effects > Drop Shadow
Settings:
Vertical & Horizontal = 1
Opacity = 70
Blur = 2.00
Color = Black
32) Effects > 3D Effects > Drop Shadow
Settings:
Vertical & Horizontal = -1 (Minus)
33) Layers > New Raster Layer
34) Add your artist's copyrights
35) Materials Palette
Change Foreground to Pattern
Settings:
Pattern = Gold Pattern
Angle = 0, Scale = 100
Texture = Not checked
36) Text Tool (T)
Settings:
Font = Graciella (or Font of choice)
Size = 52 Points (or what suits your Font and Text)
Alignment = Center
Direction = Horizontal and Down
Anti-alias = Sharp
Stroke width = 1.3 (or what suits your Font and Text)
Create as Vector
Auto kern = Checked
Kerning = 0 (or what suits your Font and Text)
37) Type Text of choice and click on Apply
38) Layers > Convert to Raster Layer
39) Move Tool
Move Text into position of choice
40) Adjust > Sharpness > Unsharp Mask
41) Effects > Plugins > Eye Candy 4000 > Gradient Glow
Settings:
Basic:
Glow width (pixels) = 3.00
Soft Corners (%) = 25
Overall Opacity (%) = 100
Draw Only Outside Selection = Checked
Color = Color of choice
If you do not have Eye Candy 4000, use a Drop Shadow of choice
42) File > Export > JPEG Optimizer
Settings:
Set Compression value to = 10
Chroma subsampling = YCbCr 2x2 1x1 1x1
Save Exif data = Not checked
